From MoU to National Framework
In partnership with the Office of the President of Malawi, Noor Ventures helped facilitate the signing of a landmark Memorandum of Understanding (MoU), focused on:Attracting Foreign Direct Investment (FDI)Designing and piloting Central Bank Digital Currency (CBDC)Revamping the fuel and fertilizer procurement strategyDigitalizing national assets and infrastructure for scaleOur approach has never been about external control — it’s been about empowering Malawi to lead its own future, using modern tools and global financial alignment.

Strategic Innovation on the Ground
Our team, led operationally by Dr. Marcin Lapa, worked directly with the Secretary to the President, Hon. Coleen Zamba, and Malawi’s executive stakeholders to develop and deploy sector-specific models. These included:A local currency-based commodity trading model that mitigates USD dependency and reduces import costs by up to 30%.Strategic advisory to NOCMA (National Oil Company of Malawi) for building fuel security through optimized procurement and storage.Design of a CBDC ecosystem for the central bank, integrated with financial inclusion frameworks for rural and urban populations.Formulation of a modern, transparent mining policy including digital licensing and community-linked ownership.

Malawi as a Global Case Study
We positioned Malawi as a case study for future-ready, frontier market innovation — inviting global investors, family offices, big tech companies, and sovereign stakeholders to engage directly with the country’s leadership.Through Noor Ventures’ international network, we secured interest from:Tier-1 family offices from the UAE, London, and AsiaTop investment banks to support structured finance and procurementTechnology providers specializing in blockchain, tokenization, and smart agricultureThis ecosystem, curated by Noor Ventures, is designed not just to fund projects — but to institutionalize innovation across government systems.

Driving Financial Transformation:
The CBDC Blueprint
Our dedicated MoU with the Government of Malawi on Central Bank Digital Currency (CBDC) laid out a roadmap for digitizing the entire fiat infrastructure, increasing the velocity of capital, and introducing sovereign control over digital liquidity — with immediate use cases across trade, subsidies, and welfare disbursement.This blueprint, developed with UAE-based fintech partners, gives Malawi the tools to leapfrog legacy systems and assert regional leadership in digital finance.

Mining and Resource Sovereignty
Malawi’s mineral wealth remains underleveraged.
